Vegeta tells Kakarrot he should be grateful that a low-class warrior like him gets the chance to spar with a super elite fighter.

“Right after a Saiyan is born, they’re evaluated for their combat potential. If they’re deemed weak, like you, they’re sent to a planet where they won’t pose a threat.”
Goku responds that he’s on Earth because of that, and he appreciates it. He adds that with enough effort, anyone can surpass elite status.
Vegeta finds that amusing and insists he’ll demonstrate a level that can never be surpassed.
